The new Hackney Carriage and Private Hire Licensing Policy [PDF, 0.4MB] came into effect on 1 January 2025. From 1 November 2025, a new Policy [PDF, 0.7MB] will take effect, the only revision to the policy is at section 18 g). By no later than 1 December 2030, subject to review in 2027, all licensed hackney carriage and private hire vehicles must be zero or ultra-low emission. This is to recognise South Cambridgeshire District Council’s adoption of the global climate and health emergency action plan to deliver a zero-carbon future for South Cambridgeshire.
Main Revisions
- there have been revisions to the appeal process
- safeguarding training for new applicants must include disability awareness and must be undertaken in a classroom setting (online or remote) by a Council approved course provider
- category A, B, N or S insurance write-off vehicles will not be permitted, to further enhance driver and passenger safety and vehicle standards
- wheelchair accessible private hire vehicles can be licensed if they meet Euro 5 emission standards
- there is a requirement for daily vehicle checks
- before submitting an application, all applicants must ensure they have read the policy and the relevant appendices, which will provide information such as conditions of licences, the penalty points scheme and vehicle standards
